Carol Masser along with Tim Stenbec live here at Bloomberg headquarters in New York City. So just about ah about 10 minutes ago, we did get a headline crossing the Bloomberg terminal and that has to do with some changes in the White House. President Trump said he was tapping Steven Miller as his new chief of staff and that Susie Wilds will move to his political operation. Now, the move of course coming after Republicans suffered that devastating midterm election in which rival Democrats won control of both chambers of Congress.

You can see there for those who are watching on television uh that the president is out there on social. I am pleased to announce that uh Susie Wilds will be taking over that spot. Thank you very much for going back there. So, here's what he had to say. I am pleased to announce that Mr. Steven Miller, the current deputy chief of staff of the Trump administration and one of my most trusted adviserss, will become the chief of staff starting Monday, November 9th, 2026.

He [snorts] went on to say that Susie Wilds, who has done an outstanding job. Again, this is the president, will be moving over to the Trump political operation. I want to thank him or her, excuse me, for her services as chief of staff. She has done a great job. Again, that's President uh Trump out on social. Well, to react to this breaking news, we've got Kaylee Lines here in New York City in the Bloomberg Business Week studio and also Jeff Mason, Bloomberg News White House and Washington correspondent.

He's on the north lawn of the White House. Uh Jeff, I do want to start with you and and because you are down at the White House. Uh to what extent is this a surprise post election?

Well, a couple things. Number one, it's not a surprise when the president makes some changes after an election, especially one that was as consequential as this one. So looking at a more historical context uh that that part is not a surprise. What is a surprise is Susie Wilds had been indicating that she wanted to stay. She has absolutely been critical to the president's operation during the last two years and he and she ran his campaign.

So she's very very responsible for him having been in this office a second time uh at all. The last thing that I would note that is um whether you call it a surprise or not, it is it is very significant is his choice of Steven Miller uh to replace her. That absolutely suggests that he is not planning to moderate his policies in the final two years of his second term. Uh which one might have thought would be a direction he would consider uh giving the drubbing that the Republicans took on Tuesday night.

I want to bring in Kaylee uh Lines who's here. She is co-host of Balance of Power. She's been in the town in town all week for the midterm elections. It's been a busy week. I do think about as we look forward, what kind of White House will this be going forward?

Layer in on top of what we just heard from Jeff about what it means to have Steven Miller very closely tied to the president. He's always been, but it sounds like even more so.

Well, and think about the policies Steven Miller is most closely associated with. He was one of the architects of the deportation and im immigration enforcement effort that in part inspired the extreme blowback against Republicans this cycle. We saw an almost 30 point swing from 2024 to 2026 of Hispanic voters swinging toward Democrats. That enforcement operation is a big reason why. And it seems with this decision, President Trump is effectively making a decision to double down on that policy idea.

The other thing we have to consider is not just how Steven Miller will continue to operate within the White House, try to keep order within the administration. He is going to be charged within the next two years of potentially liazing between the White House and Capitol Hill as those close to President Trump could be faced with a litany of investigations and maybe even impeachment inquiries.

So, Kayleie, if you're a Democrat who was just elected to serve out your first term in the House or the Senate starting in in in January, what's the message that this is sending to you?

It's probably not a great one. I mean, Steven Miller on the Democratic side of the equation is seen as as a villain in this story in large part. So, it is going to potentially inspire some more contentious relationships between lawmakers on Capitol Hill uh and the White House. Granted, of course, President Trump has already said that while he is willing to work with Democrat uh Democrats in this incoming Congress, he also might be willing to be Mr. veto.

And guys, to underscore what they're going to have to be navigating with, Steven Miller is going to start Monday, November 9th, the day that Congress returns for the lame duck session, and the day we could see another impeachment effort against Defense Secretary Pete Hegathan Thomas Massie, who of course isn't necessarily closely associated with Republicans anymore, but Democrats are very much behind that.

Doesn't feel like it's going to be very lame duck, if you will. Uh, lots [clears throat] of stuff. Um, Jeff, I want to go back to you. Um Kaylee um so well laying out what we know Steven Miller for when it comes to certainly immigration policy of the Trump administration. What else do you think will be on his radar?

Well, just to spell out a little bit of what he's been doing so far in the last two years. Immigration is spot on. Kaylee was absolutely right to highlight that. Again, I think this is a sign that he's not he being the president in this case is not wanting to back off from some of his more controversial policies. But opo policy uh policy has been Steven Miller's broad remitt as the deputy chief of staff. Uh his his title was deputy chief of staff for policy.

So it covers everything and and many people who might be critics of the president would say Steven Miller probably is the one or at least part of the the series of voices that underscores what are some of President Trump's much more right-leaning instincts. uh not a moderate voice, not someone who would suggest stand back uh or or try to compromise. That said, Steven Miller also has some background on the Hill. He has some relationships on the Hill.

Uh but again, has not developed a reputation during his time uh here at the White House, either during this term or during the first term as someone who compromises with Democrats. All right, we just want to share with everyone, including you, Jeff, Susie Wilds, uh, out on social as well and saying, "Today is my last day as White House Chief of Staff. Serving President Trump in the White House has been the honor of a lifetime.

I'm so proud to have been a part of what we've accomplished together. From securing our border and cutting taxes to strengthening our economy and putting America first, more than anything, I'm grateful for the extraordinary people I've had the privilege of working alongside. While my role may be changing, my commitment to the president and the mission never will." I got to say, Jeeoff, I just keep thinking about, you know, what these two years will be like.

I said to Kaylee, you know, it doesn't feel like it's going to be full of lame duck moves or no moves. It just sounds like it's going to be pretty hectic and busy.

Hectic and busy and contentious because the Democrats, as we have seen, have a whole list of investigations that they want to start. Uh they also have legislation and policy priorities that they want to put forward going into the 2028
