Here's your closing bell for this Tuesday on Wall Street, where traders are still worried about inflation and interest rate hikes even though oil prices declined. We're going to get into all of that just ahead. But first we bring you the closing numbers each day here at Bloomberg. The S&P 500 lost 12 points. Nasdaq down 23 points. The Dow lost 131 points.

But first, the Supreme Court will allow the Trump administration to resume deporting undocumented people to countries other than their own with little, if any, notice while the court considers the government's appeal. A federal judge's order had required people being deported to get notice, and a chance to argue that they would be at risk of persecution or torture. But the Supreme Court put that on hold.

The court will hear arguments on the issue in December. Sources tell Bloomberg open aims to raise at least $30 billion in a new round of funding, seeking a valuation of around $1.4 trillion, Bloomberg said. Ed Ludlow. This is investors kicking down the door. They want to do this. There is a group of strategic that want to get in ahead of the IPO, and OpenAI has been pretty consistent, actually. It's been more public about its position on an IPO.

It's not happening this year, in part because of the safety debate that's happening in that environment. Bloomberg's Ed Ludlow, The New York Times reporting OpenAI ignored employees who warned it wasn't doing enough about security. Workers and security researchers say they worried that open AI's newest models were not being appropriately monitored during testing. Meanwhile, OpenAI has unveiled an always on AI agent called Dots that can proactively take on work on a user's behalf.

OpenAI says its engineers are using the virtual assistant to fix software bugs, and they're testing dots for things like email marketing and legal analysis. During his meeting with tech executives at the white House, President Trump said what they discussed will make the world safer. He says self-regulation of AI technology is important. What is your belief that there should be tremendous self-regulation and we automatically have regulation with the Department of Justice, the FBI, all of that.

But the self-regulation is very important. Trump says AI leaders will work with local communities on placing AI data centers, and that he is considering forming a committee to watch over AI. Fed vice chair for supervision Michelle Bowman is warning banks to buffer their systems against AI threats while emphasizing the benefits of the technology. She told an event in Colorado that AI is becoming a critical part of security measures, both as a defensive tool and as a risk.

The U.S. says it will release up to 40 million barrels from the Strategic Petroleum Reserve, pushing the reserve down to its lowest level since 1982. Energy Secretary Kris Wright also urging European nations to release more oil from their reserves to WTI, now less than $90 a barrel, and Brant Crude just topping $102 a barrel. Consumer confidence in the U.S. fell in September to its lowest level since 2014. Job openings in the U.S. fell in August as more employers are cautious about expanding their workforces.

Saint Louis Fed President Alberto Musalem says clear communication about how a central bank will adjust interest rates will lead to better economic outcomes. He says this isn't forecasting a specific path, but rather telling the public how and why the central bank will decide, not necessarily when it will act or what it will do. That Governor Michael Barr repeated a warning that further interest rate increases will likely be needed to slow inflation.

Chicago Fed President Austan Goolsbee says the fed may have to respond to any supply shocks that don't go away on their own. New York Fed President John Williams says we might need one more interest rate hike this year to contain inflation. The former U.S. prosecutor, who secured indictments against Donald Trump clashed with Republican senators during a Senate Judiciary Committee hearing. Special counsel Jack Smith defended the integrity of his investigations and said career prosecutors who worked on the cases have been illegally fired.

He swears President Trump committed serious crimes against the country. Our investigation developed proof beyond a reasonable doubt that President Trump engaged in serious crimes against our nation rather than accept his defeat in the 2020 presidential election. President Trump engaged in a criminal scheme to overturn the results and prevent the lawful transfer of power. Republicans charged that special counsel Jack Smith had political motives to go after Trump and the Republican Party.
