We'll talk technicals, why Bitcoin is bottoming, and what comes next for Bitcoin and crypto in August, September, October, and beyond. All right, enough ebgging. Let's start here. Clarity Act update. A little clarity on the current state of the Clarity Act. Coinbase's chief policy officer tells Fox Business that the Cryptoclarity Act Senate vote is officially happening September 15th. They have a date, they have a time, and Democrats are coming to the table. Everybody is saying that Clarity Act has died. He's telling us there's a chance.
We were very much hoping to start the process before the Senate broke for the August recess. Uh but what we've gotten uh which is something really special which is a date certain and a time certain when we'll have our first procedural vote and that's on September 15th. I mean as you know time on the floor is the coin of the realm in the Senate and so the fact that we've got a date certain and a uh and a um a lot of senators who've worked a long time to get a bipartisan bill together I think sets us up really well for uh for when Congress comes back. you know, even when it became clear that the bill wasn't going to come up before the recess, um Democrats um were still at the table, there's still discussions going on.
There was some progress we made even over the weekend over a couple of more technical elements of the bill. So, there's a lot of effort that's been put in to get a bipartisan bill. And remember, it came over from the House with 80 Democrats having supported the House version. Since then, there's been several hundred pages of Democratic priorities added to the bill. There's a commitments on ethics that the president has made and an agreement on democratic nominations to the SEC and CFDC.
So, we've got a very bipartisan comprehensive package that's already on the table. I think there'll be some incremental work between now and the vote, and I'm very hopeful we'll get there.
Even bigger Black Rockck Bitcoin news. Black Rockck's head of crypto, Robert Mitchnik, just reassured a worried Bloomberg that the Bitcoin bull thesis in August and beyond is still in play. And actually, their Bitcoin ETF, IBIT, buyers are largely holders holding for the long term. Black Rockck just hit 15 trillion in assets under management, and they're encouraging their wealth clients to go between 1 and 5% in Bitcoin and crypto.
This is bullish.
Everybody who comes into Bitcoin hopefully understands that it's a volatile asset. It's always been a volatile asset.
Bitcoin has come down and the ETFs track the price of Bitcoin going down. And there are a lot of people who came in maybe at 100,000 or 110. They're underwater. You're probably the guy who gets the phone calls. You're probably the guy who has to talk to them if they're like, "Hey, what's going on here?" How is that going? How committed are they? Are they getting starting to get shaky now that we've been around 65 for a while?
Well, what we've seen consistently through these two and a half years is that the ETF investor base tends to be more of a fundamental long-term uh buy and hold type uh segment and that's continued to uh be exhibited through this uh downturn and u you know everybody who comes into Bitcoin hopefully understands that it's a volatile asset. It's always been a volatile asset, right? There have been uh now five major boom and bust cycles.
Each time the cycle ends significantly higher than the prior one, but with with a a bumpy ride along the way. And so it's been the case uh in this one as well. So I think that uh we've seen sentiment turn uh in a noticeable but subtle way the last month or so. You've seen Bitcoin decouple from equities starting earlier in the year. For a while that was hurting Bitcoin because uh equities particularly AI were were roaring and Bitcoin was uh kind of flat to down.
Then in July when AI had the huge pullback, Bitcoin uh outperformed significantly. That decoupling is healthy because it's part of the uh thesis for a lot of people around Bitcoin as a diversifier and potentially a hedge against some of the left tail risks that exist elsewhere in the portfolio.
Black Rockck is courting Bitcoin holders hard. Breaking news. Black Rockck cuts their Bitcoin ETF inind threshold to 1 million, meaning Bitcoin holders with at least $1 million worth of Bitcoin can now convert that Bitcoin to IBIT, incurring no capital gains tax starting today. Previously, they had their threshold set at 25 million. Today, bringing it down to just 1 million. The move comes amid heightened self-custody concerns following the recent cold card exploit potentially strengthening the appeal of institutional custody and ETF products.
Bitcoin is going through a culture shift. And one thing we can be sure of, Bitcoin's next 15 years will be very different from Bitcoin's first 15 years. Altcoin news. Let's talk about the top altcoins of the day. bullish Standard Charter, who has always been bullish on crypto and still today has reaffirmed their thesis on chain link specifically, saying $200 chain link by 2030. That is roughly a $25X in price from today.
And its targets are as follows. This year $13, next year $41, 2028 $82, 2029 $133. and by 2030 and even 200. And this goes along with their thesis that they expect tokenized assets onchain to hit 4 trillion by 2028 and DeFi assets to reach 2.7 trillion by 2030. This is bullish as well. Morgan Stanley just published a primer on Ethereum. This is not an ETH price target or trading thesis. a primer on Ethereum as infrastructure for stable coins, tokenized assets, payments, settlements, lending, and financial applications.
It is clear that Wall Street is choosing Ethereum. Wall Street is choosing crypto. And many more people, institutions, AI agents, entities are choosing Ethereum in this bare market than were choosing Ethereum in the last bare market. This is bullish. Amazing to see all the activity that is happening on Ethereum today and the progress that has been made over the years. So, what comes next for Bitcoin? Let's talk technicals.
Trader and onchain analyst Will Clemente. He writes, "Technicals on the weekly time frame for Bitcoin are acting similar to late 2022. You can see price today, price in 2022 selloff into the prior cycles all-time highs with first oversold reading in years bleeding into a bull divergence for price and momentum. You can see the RSI bull divergence down here. So, Bitcoin below the 200E moving average is in deep value territory.
We have seen this in every bare market prior. These are where the best entries appear. And although they're only in this zone 8% of the time, it is where generational wealth is built in crypto. One of the lowest monthly RSI prints in history. What do you think comes next? Of course, it is possible that the 4-year cycle plays out and in October and November, just like clockwork, we see Bitcoin's final low. If that happens, I think we'd see price go down into the 50s.
Many are predicting even lower, but for all intents and purposes, it appears the Bitcoin bare market is ending soon. So, Bitcoin has been in a bare market for 10 plus months now. We might have a couple months to go, but there is a nonzero chance that Bitcoin's cycle bottom is in and crypto is ready for a breakout. Sailor selling a little bit of Bitcoin almost weekly now and the market has priced this in. If you trade crypto, you can make more money, especially on days when the market goes sideways.
