London is losing its billionaires, and their billions are leaving with them. This is a potentially historic shift in Britain's billionaire elite. Business figures worth billions are leaving the country for territories like Monaco, Switzerland, and the UAE. There's Chris Rokos, Alan Howard, Lakshmi Mittal, Nassef Sawiris, Guillaume Pousaz. We're not just talking about one specific type of wealth. It's self-made, it's dynastic, it's in finance, pharmaceuticals, it's in chemicals.
And these departures are fueling a national debate over how Britain taxes its wealthy. You need to change the tax system and tax the rich and the super rich more. No thanks. I'm going to go and live somewhere else, pay less tax, and then grow my businesses more. Is this a story with the smallest violin ever? Does it matter? Is it good riddance? Well, actually, it really does matter. As Andy Burnham tries to fund his government and create a fairer tax system, these departures mean less revenue, less spending power, and it's a real test of London's standing as one of the world's top wealth centers.
There is a growing number of territories lining up to take a slice of what Britain has built up over centuries as a global wealth hub. The UK needs money. To do that, it's often raised taxes in the past, so that leaves the UK in a potentially sticky situation. In just two years, holders of 14 of the world's 500 biggest fortunes on the Bloomberg Billionaires Index have left or significantly scaled back their ties to the UK.
Some are downsizing their UK financial footprint. Some are leaving entirely, selling their homes, and moving capital out from the UK. Between them, they collectively represent fortunes worth about $160 billion, and that could have serious consequences for the treasury. The latest to make headlines is hedge fund billionaire Chris Rokos. He paid 330 million pounds in tax last year and is now heading to Greece. Samantha, are you upset that he's leaving?
If you're patriot, surely you want to pay your tax and contribute. Wealth creators create jobs and we cannot afford to lose them abroad. Britain relies on its richest taxpayers. In 2025, the top 1% were responsible for more than a quarter of all income tax owed. Chris Rokos leaving is the equivalent to about 30,000 average UK taxpayers leaving, based on some of his tax receipts. That's a significant number. That's a whole town.
That's a whole community. For centuries, London has been a haven for the world's wealthy. Traditionally, it was a case of New York, London, Hong Kong as the premier global wealth hubs. London's standing was cemented by a tax perk that dates back more than 200 years. Britain brought in non-domiciled status in the late 18th century in order to protect the overseas investments of its aristocratic elite. Non-domiciled status let some UK residents avoid British tax on their foreign income and gains, as long as they kept that money offshore.
Chancellor. That changed in 2024. The government will abolish the current tax system for non-doms. But crucially, the conservative government kept overseas wealth protected from British inheritance taxes. Then Labour swept into office, promising to shut down tax loopholes for the global elite. Those with the broadest shoulders should bear the heavier burden. Facing a 40% inheritance tax on their worldwide wealth, some of London's super rich started packing their bags.
In the first wave, we saw foreign-born billionaires who had fewer ties to the UK leaving the UK quite quickly. Now we're seeing that discontent spreading to homegrown talent, British billionaires. London isn't just losing billionaires. Other places are actively competing to lure them away with tax incentives. Those on the Bloomberg Billionaires Index are mostly leaving London for Monaco, Italy, Greece, and the United Arab Emirates.
It means that no one territory is winning. No one is getting all the spoils of London's wealth drain. The departures highlight Andy Burnham's dilemma, how to raise tax revenue and ease the cost of living without driving away the investment Britain needs to grow. Let's tell the story. Chancellor of the Exchequer John Healy has been keen to emphasize Labour's pro-business stance. I want our government decisions and our policies to bring new levels of confidence, investment, and yes, profits in British business because it's businesses that will create this country's jobs and wealth and growth.
At the same time, the government has assigned a personal compliance manager to every billionaire to get a better grip on the taxes owed by the super-rich. Labour says that these changes have one, made the UK more competitive globally, but two, it's addressed longstanding unfairness in the UK's tax system. The danger is that if the Chancellor hikes taxes again, then it may prompt another wave of billionaires leaving the UK.
And they'll be taking their taxable wealth with them.
