Deribit 7月21日维护，Starbase 上线及 API 变更

⚠️ Expected downtime: 15 - 30 minutes

Client impact: The system will be down for around 15 - 30 minutes. Client systems will not be able to communicate with Deribit during this time.

Starbase phased rollout (go‑live after maintenance):

• Member & API key setup: create Starbase API keys in Account Settings (configure a Member first). Contact your (technical) account manager to enable Starbase for production.
• Gateway Connectivity: colocated, cross‑connect & AWS PrivateLink to hot‑hot A/B gateway pairs. Four SBE order‑entry session endpoints available for testing (Logon, Logout, Heartbeat, Test). Full order entry access from 4 Aug.
• FIX Drop Copy: consolidated order & trade visibility (Exec Reports + TCRs).
• Multicast Market Data: L3 (market‑by‑order) feeds to LD4, AWS eu‑west‑2, AWS ap‑northeast‑1 with A/B redundancy.

API changes:

• Trade object: starbase_match_id, starbase_timestamp (ns)
• Order object: starbase_order_id, starbase_last_update_timestamp (ns)
• A new method private/get_currencies has been added. It returns a list of currencies available for the authenticated account.
