The immediate pressure for Anthropic is really domestic because they are challenging a Pentagon supply-chain risk designation tied to its military-use restrictions.
Cuéllar also helped lead California's Frontier AI Working Group, whose recommendations informed SB 53, the state's frontier-model transparency law.
He is leaving Anthropic's Long-Term Benefit Trust after serving since January, and the Trust will choose a successor through its normal process.
